For some odd reason I don't see Keizan that type of leader maybe Admiral Al or Kotoba leader, but Keizan doesn't seem the type to even own riches or filthy Gold.

Seriously, it depends the king and where he is. In Eredan most of "kings" are also Heroes so the have adventures and often fight.
