It's been addressed already, that the boots activate *after* the check to see if he can play theurgies...so they dont work and its not a bug.

This is one of the situations that'd be fixed if my suggestion to allow any card to be played by anyone (but only do anything if the requisites are met) was implemented.
Wich means you could play the Theurgy, and if you use It is Time or got Skyward Boots equipped at the start of the fight, you'll meet the requisites by the time you attempt to play the Theurgy.

The boots activate their effect after you played the cards.

Skywardboots active at the start of the fight
Means: It is active after the card picking section.
It didn't active when you pick card, so you can not chain with it (the order bonus didn't given yet).
