I think the following restrictions should apply to each room:
- Training Room #1 = Only Level 1 characters (non Max level).
- Training Room #2 = Only Level 1 & 2 characters (non Max level).
- Leveling Rooms = Only non Max level characters.
Result:
- No more maxed decks camping Leveling Rooms.
- No more overpowered characters (Abom Lv4, Pain Lv3, Ardrakar Lv3, Captain Al Kilicrew Lv3) in Training Rooms being pitted against level 1 characters.
More examples of characters that are insane in Training Rooms:
- Souchi Lv2
- Azalys the Five Time Widow Lv3
- Thunder King Lv3
- Lv2 Gemineye
- Any character that severely boosts the other characters.
- Any character that has his full function before max level.
- Any character that has retardedly high stats before max level.
You might say "But Elo doesn't have many players."
With this implemented, it will have.

Just saying
Getting characters from 1 to 2 is quick and easy, only 160 xp
The annoying part is getting em from 2 to 3 where to need 320 xp or even worse characters that need to get to level 4 >_>
What might be interesting is a "no rares" room
With few exceptions all these "insane" characters and cards are all rares

It's not an excuse.
Sure maybe there could be 2 Training Rooms, like there are several leveling rooms.
1 Training Room for Lv1
1 Training Room for Lv2
Leveling Room only for non-Max chars.

I know rares arent rare, but it seems easier to do a no rares room than a no max level characters + massive list of specific exception

There would be 2 Training Rooms:
- Lv1-only (non-max)
- Lv1 & 2-only (non-max)
Then there would be Leveling Room:
- Non-max
Rest of the decks would have to play Elo.

Why are you so concerned about overpowered character in the leveling room?!
Following your concept why allow IHAS, WaW, discard, manipulation, rain of death in the level room? Use them and you will have a +90% win rate in the leveling room so I can't see how this is different from using the characters you've mentioned.
For me leveling room is a place I want to get out as soon as possible. I would rather train my characters one at a time in the regular room.

i m not going for elo room because it simply got frustrating.... so with ure idea u will actually ban me out of the normal room and force me to go elo again to play my normal decks... i m not even using all the imba cards but i m also not running across them so aften as u say i should... prolly its just tough luck for you but i m actually always running into beatable decks
the trainingsroom is some place u dont have to win to get what u want... k true u ll get what? 5 exp more for a win... better losing a bit faster then struggling for the win and u ll get this exp made up for.
but if u want more varierity in level room i suggest to put back the 5 fights limit in trainingsroom... this and only this was the simply reason why normal room got 'empty'

To be honest, Level Room should be renamed to "Casual Room". It is currently Casual Room in my book. We have Training Room to train characters.

Calandra, if this was implemented, Elo Room would have alot more people.
And I already said Training Room could be split into Lv1-only and Lv1 & 2-only.
And I'm not complaining about getting beaten (I beat more than I get beaten).
I'm just saying there are plenty cards that can only be evolved in Leveling Rooms.
Often you have a deck with 1 maxed card and 2 leveling characters.
Specially when there is a trophy, we see people with decks made for the trophies, and a whole bunch of ppl with maxed decks "preying" on those trying to get Trophies done.
It's ridiculous.

i m still not seeing the point... for trophy we could rather use a seperate trophy room instead a splitting the current rooms
then why would we need 2 different training rooms as 'what happens in the training room, stays in the training room' means no rewards and no consequences for ure win stats... so even if u have one max char u can actually swap him against some other char and keep leveling (thats what i m doing for leveling chars/cards)
as far as i know there are only like 5 cards that need to be leveled outside the trainingroom: Hares, Aez, Prophet... not sure whether there are more

Yes only Elo, and that means alot more people would play Elo.
Thought a bit about it and I think it could be done in 2 ways depending on whether winning in Training Room is meant to mean something:
Winning in Training Room matters:
- Training Room #1 = Lv1 chars (non-Max)
- Training Room #2 = Lv1 & 2 chars (non-Max)
- Leveling Room = Non-Max Lv chars.
Winning in Training Room doesn't matter:
- Training Room = Non-Max Lv chars & always 18 Char Exp at the end of game.
- Leveling Room = Non-Max Lv chars.
