Not really.
Narwhal doesn't benefit from this because it uses the Min -> the damage isn't variable.
To be "OP" you need her to have her Turn Order, and still the damage gain isn't that impressive.

Play Assassination + Stink Bomb on Souchi, that's pretty much a kill on all characters that have 16 hp or less...
...and although not 100% kill against 16hp, it can kill higher hp as well.
