after beating toxic on the first floor secert room it gets locked out and nothing opens up. is there anything else i need to do or is there an issues

He had to to get to toxic, if I remember correctly.

In the first floor, you can find Malwein or the Fog Hydra.
To get Toxik, you just have to win against one of the two.
Typically, beat the Fog Hydra enough times and you get Toxik.
But you can avoid Malwein to get Toxik.

Ah, then that must be it, I swore I had to fight them all though, or maybe i just did because I was trying to get all the trophies, that were available at that time.
