How to prioritize your purchases if you are just starting out?

I just started playing and have the Kotoba starter deck. I will make up my own mind, of course, but am wondering if any of you have advice on what to buy first, having the benefit of hindsight. I have about $20 I am willing to spend, so I am wondering how to prioritize my purchases.

Should I buy the Kotoba trackers pack for 999 Fee'z? 4 rares.
Should I buy Kotoba booster packs for 400 Fee'z each? 1 rare each.
Should I buy individual cards in the store or in the marketplace to supplement the Kotoba deck?

Or should I buy other starter decks? It seems logical to me to keep building on the Kotoba I already have. Is there any benefit to buying other starter decks, or should I just concetrate on the Kotoba? If I focus on the Kotoba, where should I invest my Fee'z and crystals?

It seems like you get more rares for your Fee'z going with the trackers pack, so it seems like I should get that before any boosters. Does it make more sense though to just buy individual cards in the store or marketplace to build good decks? Any advice would be appreciated.

Just a note of caution that if you buy Kotoba Boosters there is no 100% guarantee that you will get Kotoba rare. You have more "chances" of getting a Kotoba rare, that's all.

If you are focusing on Kotoba, get a Newcomers booster, sell the things you don't need and use the crystals to flesh out your deck. At least Newcomers booster will have a better crystal return IMHO.

Thank you very much for the advice so far. I only see the Kotoba Trackers in the store right now. If I buy the Trackers, will that open up the possibility of buying the other Kotoba decks? Can the rares I would get from buying the Kotoba decks be used in other Kotoba decks? I just want to make sure. None of this is very clear. Thanks again.

So, the newcomers boosters have cards from all the different guilds, right? Is it better to get them since they have the newest and relatively stronger cards? Is that why they have a better rate of return? Will I get enough from selling them to be able to buy Kotoba cards I would want?

So are the Kotoba - Trackers (999 Fee'z) considered a starter deck with cards that can not be sold? Or is it that just the ones for the 1200 crystals that can't be sold?
