How come my friends account has buy and sell option? how do i activate this?

Last time I checked, level 8 was required to have access to the market.
And 30 games also, but basically, if you are level 8, you have done 30 games (Except if you do all the stuff in adventure mode).
I don't call him multi-account user, I warn him about this rule.
He is new, he could have missed that part.
