Do you have to play it before your opponent play any spells in order for it having any effect?

I played it as card number 4, and it had no effect.

Yes, you have to play the card before the spell you want to block.
When the card is activated as fourth card, it has effect only if your opponent plays [card]the hungry void[/card], [card]the Council's banner[/card] or [card]In the name of the Dragon[/card] to retrieve a spell
