Third Card Chain Bug?

I've noticed since the Avalonian patch that certain cards allow players to now chain a 3rd card, without that ability specifically stated by one of the cards they played. For example consider the image below. My opponent plays "Exordium", then "It is Time", and then "Whip". As it appears, only "It is Time" should allow him to chain, yet he plays it after "Exordium" (which states only spells and theurgy can be chained) and then plays "Whip".  I don't see how this should be possible...

It's a known bug. Bug team is already looking for a fix.
