I heard that you can get Living Dagger by buying a starter deck. Is this true? If so, which starter?

You get one by doing the new tutorial. In the mercenary deck you get from it there is one.
If you are a new player you probally alredy got it. If you are an old player, you can do the tutorial at any time.
