Hitting the mark doesn't work

I just played a game using Hitting the Mark against a Discard deck, and even though I ended up having 0 cards in my deck, it still didn't trigger, and it had been on the field for a few turns already.

Please look into it.

To trigger this card, you have to hit the mark:
You should have 0 card in your deck, but you should also have not already missed your drawing phase, basically, you should have 5 cards in hand and no card in the deck.
This card is very difficult to trigger.
