Forum Promotion

When you register to the forums you should get a small reward. A usable card combo like Love/War(1 of each only) 1k crystals or something like that.

For certain postin gmilestones you should also be rewarded.
100 Posts - Second Chance to Gofather someone.
500 Posts - 500 crystals
1000 Posts - 1k Experience(to account level)
2500 Posts - 1k Exp(to account level) 500 Char exp card
5000 Posts - 1 Free 4 pack not usable during events.

Post monitoring is already pretty good, to prevent trolls and spam. While in the beginning these rewards should be high to promote more forum use which promotes more community events, awareness, among a few things, it also lets feerik better reach some of the players who do not know we exist. So I already agree rewards might be a bit much and should be tweeked to a lower extent when a certain goal is reached.

Linking your in game name to the forums seems like a solid way to prevent, as well as discover multiaccount people abusing the system. 

I however do not know how hard this would be to link posting status to thing in the game. My guess is Key Coded rewards which is already implemented in the game system.
