Its called the Level Rooms in English. It is mostly regarded as a place, outside of tournament environment and the ridiculous 5 game sets in the training room, where you can actually train cards and still retain other benefits, such as trophy points. The name also indicates something else besides an account level based room, in this case a place to level up your cards.

No it doesn't, it clearly says in the description of the room that it's a place to challenge other people. I think over time players just regarded it is a place where you can level up your characters.

Since your cards gain experience when played, they are leveling up. The complaint begins when players using cards and decks that are no longer getting experience stop people who are from gainiing max experience per fight.

Following that logic, using full exp cards in ELO is also unfair.

The only true leveling-up room is the training room. Deal with it.

Except following that logic will not apply to ELO as ELO is specifically for your temporary and permanent ELO ranking. While you still benefit from experience, the main goal is your ELO rank for the Weekly Tourney. I would love to get some free points from you leveling your cards tho

Recall how, when you first started out, you could only play people +/- 2 levels from where you were?

The 'Level Rooms' actually contain different Rooms binned down by player level.

Pretty sure that's the reasoning here, no?
