I recently have a battle with another player. We were both using Councilor Ishaia in our decks. At around round 8 or so, the characters left in battle are the two Councilors. My Councilor has 3 ice barriers and an overwhelming victory. While his Councilor has 1 manipulation, 2 ice barriers, and an overwhelming victory attached. Our deck is empty and we refuse to play the cards in our hands(for fear of losing due to lack of cards). The 2 Councilors are in full health but cannot damage each other. My opponent eventually left the game.
In this case, should we have a limit on the number of rounds for stalemate situations like this? Maybe at round 20?

The answer is: stop copying every ones deck, and you wont run into that. Creativity is a hell of a drug.
Disruptor!

Besides what steven said, such cases are actually pretty damn rare. Just be the bigger one and toss the game. It is a waste of time to be so stubborn for one minor win...

They are rare, yes. But they happen and that's enough reason to implement a way to decide the winner other than the one that get tired first...

Play the cards in your deck that help you win against it
[card]Syphon mental[/card] + [card]a new start[/card] = game win against his ishaia

Due to the mixed race of Councilor Ishaia, there are many deck possibilities for her. I played a Noz mage deck and my opponent played a courtesan deck. Since you mentioned creativity, can you share with us your best deck? hehe

no such thing as a best deck...or everyone would use it. the key is to know what the "better" or strong decks are and build a deck with strategies in mind for each of them. you won't win every game but you won't get annihilated or find yourself in these type of situations either.
It is a waste of time to be so stubborn for one minor win...
i agree to the extent of...one win isn't gonna get you the prize, but even you know that when ***bip*** in the elo a room, a loss to the wrong player can negate the elo points of 3 wins. ...i might be exaggerating...but not by much lol.

it is true, but being a good player also means being a good loser...
besides, it's very possible you to get into another fight against the same oponent, so you can change your way of playing against the same oponent, that could get it sorted... if not just leave the elo room for a few minutes to rotate the players

still the best method...

Mental Siphon alone, even if you can't afford A new start, would at least force the game out of a 5 hand stall into a decision.
If you play a potential infinity deck style such as an Ish deck, Siphon is your friend.
If there were no luck in TCG, how boring would that be?
