Everytime I put it on an enemy and then when I hit them w/ fire/pistol they seem to heal back 3 dmg instead of suffering 3 dmg..am I doing something wrong w/ it?

No you are not. Powder Keg is literally broken right now. It has been raised before in another thread, but it hasn't been fixed yet.

The issue was first brought up in the forums on December 30. It has been Well over a month now and has still not been fixed. There's no doubt that the bug makes the card absolutely useless and thus makes the price for the card dirt cheap.
I'm ok if a card drops in value over time, but it's definitely not permissible for a card to lose value over the course of a month because of a bug.
