I'm confused now. The opponent drew the last cards of his deck and played 2. Means, he had 3 cards in his hand and no cards in his deck. Next turn he should lose but instead he was given another go. Why? As far as I know, it's ok if you can't draw the full amount, but you would have to win this turn. But he was already out of cards and still got another turn? That's unfair. You can't draw - you lose, that's how it should be!
Just 2 games before I had exactly the same sitiuation, but we were both out of cards, and I lost. Shouldn't that be a draw?

Let's explain:
You loose the game at the end of the turn when you can not draw cards.
Your opponent draw his last cards, no problem, you both play the turn, he play 2 cards (he has 3 cards in hand).
The next turn begin, he can not draw, so he looses at the end of this turn.
The turn running and you both can play this turn (he can plays 2 cards and having only one in hand).
If your opponent is able to strike out all your team, and you are unable to do the same, he wins.
You draw cards at the beginning of the turn, you deck out at the end of the turn when you can not draw cards.
But kill all other people is a win condition more important than decking out.
