The ELO 's game , must base on the gamer's skill and deck strategy 。
1."balance" and "Fair" is core factor for ELO
Money can't equal to the Power.
so must use the restriction to play elo.
2.how to balance deck?
construct the deck value !
all the deck in elo ,it's total value must less than one value.
2.1. first construct the card value.
1)character
for example .
[card]the shadow[/card]in lv4 ,s=3,a=7~9,d=2,life=13. bonus:round2.4.6 a+2 ,vs mage :a+1
char's value= lv's value + (defend value + attack value)/2 + life value+bounus value + tune value
lv's value:
lv1 ~ lv3 = 1~3
lv4 = 4+1
lv5 = 5+1
lv6 = 6+1
defend value: value1+value2
value1 = d-1
value2 = s-1
attack value:
if the char do only one type damage:
physical char's value = (low a + high a)/2 - 6
magic char's value = (s-1) x 3
if the char can do both damage , attack value = (low a + high a )/2 - 5 + (s-1) x 2
life value:
= life-13
bounus value :
= order value + enhanced attribute
order value :
if the total bounus > 1 and total ctive round > 2, order value =1;else=0 .
enhanced attribute :
one attribute for per character +0.5 value
tune value:
this value use to tune the total char's value.
so "the shadow" (in lv4)'s value = 5+1.5+0+1.5+0=8 (now i set it's tune value=0)
2)action cards
action card's value =base value + AOE value + chain value + none restriction value + tune value
base value:
if active for one char :
if not permanent effect , = total active bouns.
if pemanent effect , = total active bouns x1.5
if active for chars :
if not permanent effect , =total acitve bonus x 2/3
if pemanent effect, =total active bouns x 1
notice:total active bouns not count both the spirit and the attack (or defense).
for example: [card]Ice barrier[/card]all your characters gain defense+1 ,so it's base value = 3
[card]tracker's emblem[/card] all trackers gain spirit+1 and defense+1 , it's base value= 3 .(spirit adn defense not count both)
[card]tracker's mask[/card] spirit+1,defense+1,attack+1 , it's base value=2
[card]fireball[/card]x+3~x+5 fire damage , it's active bouns ,i set it's base value to (3+5)/2.
so [card]rain of death [/card] active bouns ,i set it to (3+7)/2
[card]lightning bolts[/card] lv3 active bouns ,i set it to 6x2/3=4
[card]tadaa!you're a bunny![/card]i set it to 5-1=4 ( +2 opp defense ,i count it -1 value)
[card]fallback[/card] set it to 4.
aoe value:
aoe card , +2 value
chain value:
chain all , +1 value; else+0.5
none restrircion value :
if this card none of restrircion , +1 value.
tune value:
this value use to tune the char's value.
some card must set the tune value.for example :
[card]the hungry void[/card]it's a powerful effect card ,must set tune value , i suggest set it's tune value to 9.
[cardi]t is time[/card],i set it's tune value to 1.5 .
[card]time to die[/card], i set it's tune value to 5
[card]a new start[/card] , i set it's tune value to 7
ps: the action ,item ...cards don‘t count it's level
2.2 ) set the elo deck's restrircion value
characters +20 cards , 3x7+4x20=101 ,i suggest set it to 90~95 (tune for good value). one elo deck's total value must less than it.
we use this value to balance the elo deck .
3. other suggestion for the balance
1) ban some card for one week
2) some powerful card can't take 3 cards in one deck
3) if one caste always win the game at this weeks , all this caste card +0.5 per card for next 1~2 week.

i agree with this one in every aspect!
this game really needs more balancing in ELO. Level up rooms and ELO can't have the same rules in deck building. its called ELO because it has certain rules that make it much more competitive.
for instance a chess game, a normal or casual chess game doesn't require you to use a chess clock unlike in tournaments. thats why tournaments are were the best players are recongnized because they have certain standards that every player must adopt to and compete with.
