Flames of Phoenix ?

This is most probably a noob question but i cant understand the market prices of the card Flames of Phoenix , in level one and in  level 2.
In the level 2 this card is more expensive and i cant really notice a difference between the first and the second level (except for the fact that it becomes unique)
Even though , if the card becomes unique in level 2 thats bad right cause we can only have 1 in the deck , so i cant understand the price for the 2 levels . Why does this card has a level 2 if its the same as the level 1 ? can someone help me please :S ?

lvl 1 stats:  chars in batter suffer damage
lvl 2 stats:  all living chars suffer damage

Also, it takes fully leveling two level 1 flames of the phoenix to create a level 2
