I have crystal around 38k, and i want build a new deck.
so can you help me which deck will i build? (and also with card list)

well maybe you can specify what kind of deck you want to built? it would be bad giving you a whole decklist for a cheaper warrior deck if you already have a kotoba and a pack deck for example. wha do you wantß mages, marauders, warriors, maybe priests? are you interested in a certain caste or guild?

One tip

Choose one deck
if you play much and buy boosters... choose a good deck with good things you can improve like noz. My ideal noz deck costs between 700.000 and 1.000.000 xDDD it costs between 300.000 and 500.000 now.
If not, choose a deck like hoomchai. Use particular strategies. If the cards are specific are cheaper, less people use them.

By the way, first buy the characters with that money. The most important matter is to evolve them. Then you can compare and add good deck cards.

If you get zil deck and evolve it, you will get much money. They evolve much and will give you much money to get other decks.

Nope best you can do is get Zahal to lv 3 and also Valentin + 1 Draconian sword, maybe throw a witchblade with the item that turns them to dragon knight.

I'd go with trackers .. they are insanely cheap ATM (or IHAS deck it should be a around 38k)

Since you are short on budget and the IHAS deck works with level one monsters

IHAS Deck (crystals per card, number of cards, name)
450 [card]Red-Mark[/card]
450 [card]Elder Mailandar[/card]
2500 [card]Rargnor[/card]

7500-12000 3x [card]Items Have a Soul[/card] (YOU HAVE TO BE CAREFUL FOR IT, at the time I posted that IHAS is a good idea the card was 7500, atm it's 10.5k
2500 3x [card]Watcher[/card]

Everything else is .. pretty much 1x the cheapest items you can buy the items themselves aren't important because the strategy is just to dump them, at a certain point play IHAS or Watcher + IHAS (to retrieve an IHAS from the grave). The deck has 1 weakness - [card]Anathematize[/card] ...

The number of cards in the deck can be changed due to personal preferences. ATM I am using the v2 of the Tracker's deck (which by my calculations is 38.2k) just because I like it. It's stable but it lacks at OHK power ([card]Amaya[/card] + [card]Shuriken[/card] + [card]Assassination[/card] and [card]Hime[/card] + [card]Shuriken[/card] + [card]Assassination[/card]/[card]Katamaru[/card]) and there are .. some .. problems if they manage to OHK your [card]Malyss[/card] (which becomes harder when he gets to level 3 .. with the 2 def and 14 hp)

For one thing I say if u suggest tsuro u should have put down watchmaker 2 since you need him for the final level and kudos for the withblade choice I found they were very good. Then again I still havent played with Anazra.

you forgot about obesity and also if im correct there is a card that removes a card in your graveyard from play, but it takes all copies with it; hand, deck, etc.

I don't see a way for obesity to be useful.
If they anathematize you they will do it during their turn without chains - you can't prevent it. If you want to protect IHAS during their turn - any half decent player plays 2x Obesity if they want to stop IHAS.

So what's the point in obesity in the deck ?

just pointing out there are other cards that can do it. where as anathematize has one purpose, obesity can be used in several situations

Just pointing out - there is a limit for the deck and obesity is ALWAYS 10k+. How many obesity can you afford with a 38k deck ?
