what is the deferences between counter card and ignore

i want to know what is the defferences between counter card and ignore card??

exp :

council decisions --> counter an action cards
obesity --> ignores an action cards

Same thing, different wording. Should be cleaned up to be consistent though. I'll make note of it in the translate text thread so it gets noticed.

If there were no luck in TCG, how boring would that be?
