My question is how do i upgrade it fromTelendar lvl 2 to 3. My xp is full so it should be able to be upgraded. When i go to upgrade it the card is wrap in a chain with a keyhole with some French writing that translates into "it takes time". Please Reply if you can help.

For some characters the last evolution is locked. To unlock it, you need to have in your collection either the Apostle of Destiny OR the Watchmaker of Destiny at level 3.
Note that it is not a fusion. The simple fact of having those characters at level 3 in your collection is enough.
Note also that for the Watchmaker, it will work whatever the evolution path you choose.Are unlocked by the Apostle:

Pilkim
Prophet
Akutsaï
Toran the faithlessAre unlocked by the Watchmaker:
Telendar
Zahal
Gakyusha the imperial lord
Tsuro
AbominationBecause tne Nomads arrived later and most of the players already had the Apostle and the Watchmaker at level 3 it is as yet not known if some Nomad characters' evolution needs to be unlocked.
