How can i make a good deck for fast level that guy to lvl 3 cuz i have my zahal and lord gaky and they're stuck.....

stick him in with either a noz defense deck (Enryena and another mage, Pilkim maybe) or the Tsoutai.
Also, make sure you have some THAT'S AN ORDER! and IT IS TIME in your deck. I'd run up to three of each if I could. Each time the order bonus activates that's an additional +1 XP.

Yes but if you use one of these cards with the order already activated you just get 1 more XP and not 2.
