How can you upgrade the Overwhelming Victory??

I have two Overwhelming Victory cards which are prepared to upgrade
but the next card is blocked and some french introduction came up which i totally cannot understand...anyway how can i upgrade the overwhelming victory level 1???

the lvl2 version was a limited collector card that you get when you buy a 12booster during the release of the courtesans. it has the same effect as the lvl1 version only with different artwork. i don't think there is a way to upgrade it.

hell is when you drew 3 arcaniums at round 1
