can akutsai play an attack spell card and do a physical attack in the same round

Yes, because he is a dual-class Mage/Marauder.

This means he is restricted to playing one spell card per turn, but he will make a basic attack regardless of what type of spell it is.

Nothing to do with his Tsoutaï specialization. Toran is also Tsoutaï but he is also a pure mage.
