Powder Keg+Maelstorm don't work

As the title say
if we have powder weapon and the opposing character have powder keg, they will get bonus damage +3 from damage card like dismemberment.
Althought Maelstorm with the same condition didn't give bonus damage (opponent have 2 tapped character and only give 2 damage to all character, the written one and the calculation)
