why don't I see the ELO room
When I click the play button I see two rooms on the right side. Plyer vs Player and tournaments - should there be an ELO room there?
What am I missing? I am level 12.

Disconnect / Reconnect.
What is your fairplay status ? If you are too low, you can not enter the ELO room.

I have never seen the elo room since I started. Do I need to do something like have friends to open the room?
