.... does not give double bonus, yet other permanent action cards have their bonus doubled.

Doubles Attack Bonus if the card has a stated bonus...as in +3/4 attack. It doesn't work on Plank either because it's dependent on other factors...number of cards in play/health points etc...
Card only works on action cards that give direct, fixed, attack bonus.
