Is this a gameplay thing or a bug? I can't use mercenaries with Nehantists ...

gameplay thing, Nehantists can't hire mercs probably the salary's not so good or they are blacklisted by the mercenary union

Their mercenaries kept being used for human sacrifices or returning as demons
