Councilor's Outfit

Councilor's Outfit Sap heart healing no longer seems to work for my Psalm (Haven't tried it on anyone else, assume it isn't working at all). Anyone else having this problem?

Did you notice that there is a condition to gain the health point ?
Did you play only one card with Psalm ?

Ok really tested it out and at the moment it seems to work when you play 0-1 cards and not when you play 2.
Up until recently it worked as the description says, when you play 2 cards.
