well to say it in a simple play lets you get a card from your hand for chain
its good for chaining AoE spell like MrLord said ... but the card is still restricted with its guild and castle, even if you use wit + banner the effect of wit will go to the banner not to the card you want from your hand

Also useful with a character who chains objects, lets you play 2 cards that you wouldn't be able to play together otherwise.

In a similar vein, does Mastery allow you to chain and AoE card? Im deciding what to get for my Compendium deck

No, mastery duplicate the spell.
You can't play an aoe spell as a chain.

Council's banner allow you to play a card as a new phase, no restrictions (only guild, class and cast).

well you could also use banner for a 50 ~ 50 situation, like situation that you predict something that he will do that will destroy your cards or combo ....

well if you want to use mastery then its not possible.... also goes to the duplication card of the craftsman

How so? I'm not exactly getting how you'd use Councilor's Banner as a fail-safe for your cards being disrupted.

Your opponent play [card]diversion[/card]. You play [card]mentalism[/card] instead

You want to play [card]Assassination[/card] but you think that your opponent will play [card]obesity[/card], play the councilor's banner.
Obesity resolve with no action played, you play your action which is resolved correctly.

Think also about [card]The Council's decision[/card] or [card]Luminosity[/card], only items are not discarded with these cards (played on Verace or Ishaia).
You play the council'banner and you are sure to play the card you want.

With verace's order you can do things like:

Play banner + mastery, use LB3 on banner and mastery duplicates the bolt

And how about if you use 2 clonings to bring a Mastery and AOE spell form the discard pile... could it be possible to duplicate it?
