Quilingo and Ookoni

I have observed that [card]Quilingo[/card] and [card]Ookoni[/card] can obtein in lvl 19 and [card]Ookoni[/card] increase his price since 18k to 30k.

Can someone explain me this?

Sounds familiar.  I remember all of the epic characters to cost usually less than 20K

On the bright side you can still get Ookoni from the Kotoba Achievement.
