Are they ever going to change the banlist?

Or is it a rotating thing? Like, certain cards in, certain cards out? I'm asking mainly because of Councilor Ishaia, so yeah. I have a shiny of her and if she's going to stay on the banlist forever I'd be willing to part with her. But if not, then I'd hang on to see when she comes off. As it is, I don't know how the banlists work though, so I'm wondering.
