I can see only one copy of " it is time " in my store and it is no longer available after I buy the first copy of IIT;however, I have seen some people have two copies of this card in his deck, how do they get the another one IIT?

You should be able to repurchase the card from the in game shop (14000 crystals). If you are unable too, this is either because you have insufficient funds, or, it is a bug and needs reporting.
@TawianLight: Over the past few days you have been posting quite a lot of threads (A good thing) but posting them in the wrong forums (A bad thing).
