No, only  single class wizards can chain spells, no other class or clan gets auto chaining.

they can only use draconic spell, if they are dragon guamelite. that's all

the only dragonic spell they can chain is "the pen is mightier"+"than the sword" combo. cause the pen is mightier spell card has a "chain: than the sword" on it.
